Background
Personal
The President's been making some bad jokes, riding his bike into trees, and altogether doing things that make the Executive Branch look about as coordinated as the Keystone Kops. In an attempt to fix some of these public blunders, Leo decided to get the DNC to hire top media strategist Mandy Hampton, despite her tenuous relationship with Josh as they only stopped dating several months earlier.

Meanwhile, Sam's doing his best impression of a one-man public relations debacle as he embarks on an ill-conceived plan to rescue his friend Laurie from her call girl profession — which he learned she's only doing the job to put herself through law school.
Political
A US air force transport was shot down, most likely by Syrian militia, en route to Jordan. Aboard that plane was Captain Morris Tolliver, the President's personal physician and friend.

In her pressroom, CJ got a tip that the VP was quoted not sounding fully supportive of the President. When she went to Vice President Hoynes to follow up on the quote, he blew her off, saying he had his own press secretary and CJ has no jurisdiction over him.

Synposis
Still seething over the downing of an fully loaded American jet in the Mideast, a vengeful President Bartlet (Martin Sheen) overrules the joint chiefs' plan for a "proportional" military strike and demands a more severe attack that would result in thousands of enemy and civilian casualties. While Leo (John Spencer) and other advisers try to cool off the Commander-in-Chief, Press Secretary C.J. (Allison Janney) scolds a wayward Sam (Rob Lowe) over his potentially explosive private crusade to rescue a well-known call girl from her profession. Feeling overlooked during the hubbub surrounding the military options, Josh (Bradley Whitford) interviews a shy African-American teen (guest star Dule Hill) as a potential personal aide to the President. Moira Kelly, Richard Schiff also star. John Amos ("Good Times," "Roots") guest-stars as the chairman of the Joint Chief of Staff.
