Josh's infatuation for California pollster Joey Lucas hit a speedbump when he found her in bed with the acerbic and pompous political strategist Al Kiefer.

After records of his time in rehab were leaked into Republican hands, Leo called a press conference to admit to the public that he is a recovering alcoholic who has battled an addiction to prescription drugs as well.
Political
The President prepares to announce his new drug policy, favoring treatment over incarceration for drug offenders. The Senate Majority Leader, his staunchest opponent on the issue, gears up to attack the President at every step.

Two members of the six-member Federal Election Committee have vacated their seats, creating an opportunity for the President's cabinet to name campaign finance reformers to the committee in the hopes of drumming up support for a ban on soft money contributions during elections.

While working for Bartlet's opponent Lloyd Russell, advisor Mandy wrote a memo outlining the weaknesses of the Bartlet administration, and what it would take for an opponent to beat him. The memo found its way to the press, and despite CJ's pleas, Danny Concanon published a detailed story on it.

Synposis
A newly energized President Bartlet (Martin Sheen) bucks tradition and throws down the gauntlet when he names two Democrats -- both campaign finance reformers -- to the Federal Election Commission despite threats from his political opponents to introduce embarrassing legislation that would dare him not to sign. Early reactions to his announcement are not encouraging, especially from top-notch pollster Al Kiefer (guest star John de Lancie, "Star Trek: The Next Generation"). However, Kiefer's arrival means his attractive cohort, Joey Lucas (Oscar-winning guest star Marlee Matlin), accompanies him, and she again draws a smitten Josh's (Bradley Whitford) attention. Toby (Richard Schiff) agrees to seek out his ex-wife (guest star Kathleen York), a breezy congresswoman, to gauge her response to any future narcotics legislation that would emphasize prevention over enforcement. Leo (John Spencer), uncomfortably aware of his own brush with drugs, agrees to be the Chief Executive's front man for positioning the high-voltage issue of revising the drug laws. Rob Lowe, Allison Janney, Moira Kelly and Dule Hill also star.
