After struggling with draft after draft of the President's education speech during the Portland trip, Sam's stuck wondering if his writing talent has left him for good.
Former British Ambassador to India, the charming and acerbic Lord John Marbury, was dispatched to the White House to help negotiate a delicate military situation between India and Pakistan. (see: "Lord John Marbury") Once that was safely taken care of, Marbury returned to his side of the Atlantic — which is right where Leo prefers him to be.

Toby, in an idealistic attempt to bring some real issues to the table at the just-for-show Bipartisan Leadership Breakfast, cut a deal with the Senate Majority Leader's Chief of Staff Ann Stark. In exchange for her promise to discuss issues like raising the minimum wage, Toby agreed to move the President's post-breakfast press conference to Capitol Hill rather than the White House briefing room, despite CJ's adamant opposition. CJ's instincts were proved right when, at the press conference, a Congressman dropped a catty quote Toby had given to Ann Stark in confidence, making it appear that the White House was going for Congress's knees in a show of dirty politics. CJ tried to repair Toby's blunder, but Congress definitely won the day, and Ann Stark neatly positioned the Majority Leader as a top Republican candidate in the next Presidential election.

Leo (John Spencer) tries to convince an unenthusiastic President Bartlet (Martin Sheen) about the merits of an expensive and errant missile defense system while the chief executive ponders the political benefits of chiding hard-core environmentalists over the actions of eco-terrorists when he addresses their convention. Meanwhile, Bartlet endures the formalities of accepting the appointments of a range of foreign ambassadors but he enjoys one in particular -- the presentation of the charming Lord John Marbury (guest star Roger Rees, "Cheers") who returns as Great Britain's new U.S.ambassador. In addition, C.J. (Allison Janney) treads lightly when she is dispatched to New York to dissuade a comedian, Corey Sykes (guest star Rocky Carroll, "Chicago Hope"), who once uttered a well-publicized but offensive joke in the President's presence from performing at the annual Will Rogers dinner. Bradley Whitford, Rob Lowe, Richard Schiff, Dule Hill and Janel Moloney also star.
