Personal
After her successful spinning of Toby's blunderous quote dropped at the leadership breakfast, staff opinion of CJ and of her ability to skilfully handle a difficult story has risen greatly.

Political
In a prominent position in his State of the Union address, Bartlet announced the formation of a Blue Ribbon Committee on Social Security to consider and evaluate crucial issues like Medicare in a bipartisan forum.
The Vice President comes from Texas, and because of that he's always championed the oil industry. When the Senate was split on a vote over the Ethanol Tax Credit, Hoynes had to decide whether to vote for the credit (which Bartlet supports) or vote against it in the best interests of his home state.

The President's (Martin Sheen) staff waits impatiently for an elderly but stubborn Senator (guest star George Coe) to yield the floor as he stages a marathon filibuster hoping to stave off a vote on Bartlet's Family Wellness Act bill while Toby (Richard Schiff) is leery of the Vice President's (guest star Tim Matheson) sudden interest in supporting another bill tightening fuel-emission standards. Elsewhere: C.J. (Allison Janney) anxiously paws through her memory as she seeks to locate a missing ceramic cat statue given to the President by a Mideastern potentate who expects to see it displayed during his upcoming visit; Josh (Bradley Whitford) strains to finish business in time to catch a flight for a weekend visit to the spring-training camp of the New York Mets in Florida. John Spencer, Rob Lowe, Dule Hill and Janel Moloney also star.
