After telling Toby about the President's MS to test the waters, Leo and the President informed the rest of the senior staff so they could gear up for the coming public relations fight. The staff barely had time to process the news before they were asked to take meetings with the White House Counsel's office to make sure the President never asked any of them to lie for him. Sam was the last to be told.
