Playing matchmaker, Ainsley fixed up Donna with Republican Congressional lawyer Cliff Calley, formerly working with the Committee on Ways & Means, which Josh had fought during the Justice Department's tobacco lawsuit. When Donna heard that Cliff was changing committees within the House, she was relieved — until she learned he'd been transferred to the Oversight Committee, in charge of the investigation into the MS revelation.

CJ felt that the Special Prosecutor chosen to head the MS investigation was being too fair with the White House, thereby denying them a real villain to target. To that end, she began to bait the House of Representatives, and, sure enough, they bit. Now the House is conducting their own investigation; one that promises to be partisan, embarrassing, and the perfect target against which CJ and the White House can wage a moral war.

As a State Department dinner nears, President Bartlet (Martin Sheen) boldly vetoes the "death tax" bill but his staff must hustle when they discover that the House of Representatives has enough votes to immediately override the veto. Meanwhile, as some important Democratic congressmen are holding out for compromising political favors that incense Bartlet and Leo (John Spencer), Josh (Bradley Whitford) tries to smooth-talk a promising governor (guest star Kevin Tighe, "Emergency") who is considering running against Bartlet. On the fringes, C.J. (Allison Janney) singles out an overmatched entertainment reporter (guest star Mary Mara) for retribution and Charlie (Dulé Hill) is strongly urged by his fellow White House teammates to ask for immunity in his upcoming testimony into the President's non-disclosure of his illness. Actress-playwright Anna Deavere Smith guest-stars as an intelligence adviser. Rob Lowe, Richard Schiff and Janel Moloney also star. TV-PG
