The first time Josh went to the Women's Leadership Council headquarters, it was on official business. The second time, he invented a reason he'd need to speak with WLC director Amy Gardner for the opportunity to see her again. As he left, she threw a water balloon at his head; naturally, they started dating. Now, a whole relationship and breakup later, Josh and Amy still know how to push each other's buttons.

Abbey's hearing before the House of Representatives looms, and White House Counsel Oliver Babish has been coaching her in preparation for a tough line of questioning. Babish doesn't seem optimistic regarding the outcome of Abbey's hearing, and has made it clear to her on more than one occasion that her disregard for AMA ethics, her history of malpractice suits, and her lies on Zoey's medical form have made her the opposition's favorite target, and the easiest way to bring the President down.

Many issues are in play during a White House party to celebrate the argumentative First Lady's (Stockard Channing) birthday as she contemplates the likely loss of her medical license the next day while the President (Martin Sheen) is visited by proper British Ambassador Marbury (guest star Roger Rees) who argues against Bartlet's meeting with a man associated with an Irish terrorist organization. In other rooms, Sam (Rob Lowe) meets with a Senator (guest star Robin Thomas) who is blocking funding a controversial superconductor that would cost billions; Donna (Janel Moloney) discovers that she's really Canadian -- and techically not an American; Abbey, C.J. (Allison Janney) and several of the women mischievously steal away in a closet to drink, dish and diss. John Spencer, Richard Schiff, Bradley Whitford and Dul&eactue; Hill also star. Mary-Louise Parker ("Proof") and Hector Elizondo ("Chicago Hope") also guest star. TV-PG
