Secret Service Agent Simon Donovan was killed in a convenience store stickup while protecting CJ from a stalker that sent her death threats. Donovan's death saddened many people, including Donovan's honorary "Little Brother," an inner-city kid named Anthony. Out of respect for Donovan, CJ asked Charlie to take over the role of Anthony's Big Brother — a responsibility that Charlie assumed with reluctance.

After learning that Qumari Defense Minister Abdul Shareef was behind terrorist plots against the United States, the White House, Congressional leaders, and the Joint Chiefs secretly had Shareef killed and made it look like an accident. The Qumari government doesn't know of the US's involvement in Shareef's death, but they've used the opportunity to accuse Israel of having a hand in the downing of his plane.

Amy goes to works for Senator Stackhouse, a left-leaning Presidential candidate who may cause problems for Bartlet's campaign. Bartlet's staff worries about whether Stackhouse's stand on needle exchange will force Barlet to go on record about the issue, a no-win situation for their candidate.
Leo continues to manage the fallout from the Qumari assasination, meeting with an Israeli diplomat to urge him to convince Israel's Prime Minister not to attack Qumar. The diplomat agrees. However, things go bad when the diplomat's plane is reported missing during his flight home.
Government officials successfully handle a militia standoff. When officers enter the house, they find blueprints of the university that was bombed. Meanwhile, Sam recruits a young, congresswoman to be the media spokesperson for his tax-deductible college idea. Donna attends a seminar led by a self-help guru to see if any of the guru's doctrines have been adopted by the Ritchie campaign. Charlie engages his new mentee, Anthony, in a spirited debate about the separation of church and state.
