The Republican campaign, knowing that their candidate doesn't stand a chance against Bartlet in a debate of wits, denied the White House's petition for five Presidential debates and instead offered two. The debates were structured to give each candidate long blocks of time to speak, resulting in what Bartlet disdainfully referred to as "a joint press conference." In exchange for control over the format of the debates, the White House conceded their last remaining trump card and knocked the number of debates down to one — one that Bartlet had better not lose.

Bartlet and the West Wingers go on a retreat to prepare for the upcoming presidential debates. Bartlet is irritated that he's still associated with his failed Attorney General nominee's stance in favor of racial profiling. During debate prep, the West Wingers remember their first few days in the White House when the doomed nomination was first presented. In a flashback, Donna gets in trouble when she inadvertently passes on false information about the White House to a teen magazine. Later, she has a little fun with Josh when she recruits a friend to pretend he's a security agent whose been assigned to question Josh about her background.
Back in the present, Sam presses Bartlet to campaign in areas where Democrats have traditionally lost. Toby announces that he's going to be a father; Andy is pregnant with twins. Josh consults with Amy about domestic policy rhetoric and simultaneously flirts with her. The action heats up when Bartlet gets word that Israel has attacked Qumar and in turn, Qumar is preparing to retaliate.
