While married, Andy and Toby began the long process of working with doctors and fertility clinics to try and have a baby. The process finally paid off, and now Andy is pregnant with Toby's twins.

Sam travels to Orange County, California hoping to convince a zealous Democratic campaign manager to stop campaigning for a dead candidate. But the campaign manager insists that it's still important to fight for the deceased candidate's ideas. Ultimately, Sam offers to run for the open seat, if the dead candiate wins the primary. Meanwhile, the rest of the staff get Bartlet ready for the big debate. CJ and Toby also prepare Albie Duncan, a Republican they hope will support the President when he talks to the press. Charlie stresses out about whether he should tell the President that his lucky tie was accidentally destroyed. While Bartlet travels to San Diego, Leo and Jordon deal with the latest crisis in Qumar. The Qumaris have deployed an armed battleship and are making demands. Back in San Diego, once Bartlet takes the podium, he delivers Ritchie's campaign a major knockout punch.
