Horton Wilde of the California 47th won the district on Election Night, a fact that was surprising not only because a Democrat has virtually no chance of winning that district, but also because Wilde had passed away several weeks before Election day. Sam Seaborn promised Wilde's widow that he would run in Wilde's place on the off-chance the candidate pulled off a victory, so now Sam is off to California to run in a special election against the Republican challenger for the House seat.

Synposis
The West Wing staffers barely have to time to exhale after winning the election, when they are thrown headlong back into the business of governing. Bartlet decides to help out the Ayatollah of Iran's son by letting the sick boy enter the United States for a heart and lung transplant. To save face, the Ayatollah publicly denounces receiving help from the West, but Swiss diplomats let Bartlet know that the Ayatollah really wants help for his son. Meanwhile, CJ tries to keep the press corps under control when they demand more interview time with the President. Toby is frustrated when he can't give an administration job to a Congresswoman who lost her re-election bid after she went out on a limb for a Bartlet gas tax proposal. Donna successfully manages a situation involving a Congressman's wife who has bounced checks during an international, government-sponsored trip.
