INAUGURATION (PART I)

Background
Personal
Donna's history of dating Republicans continues. After a chance meeting on Election night, Donna has been seeing a lot of Lt. Commander Jack Reese, a Naval officer now stationed at the White House in NSA Director Nancy McNally's office.

Pitch-hitter Will Bailey, formerly of Horton Wilde's California campaign, is working in the White House as Sam's replacement, helping Toby craft the President's second inaugural address.
Political
CJ's favorite reporter Danny Concannon returned to the White House with news that he suspected the US's involvement in the death of Qumari Defense Minister Abdul Shareef. Though at the time CJ hadn't been told that the White House had orchestrated the death of the terrorist Shareef, she instinctively knew her first job was to protect the President and steer Danny from the story — at least until he turns up some solid evidence.

Synposis
Bartlet prepares for his second inauguration. A controversy erupts after Danny writes a newspaper article quoting a "White House Aide" who is critical of the administration. Josh is furious after Donna takes responsibility for the quote. Leo and Bartlet worry about the competency of the Chief Justice after the justice starts to write his opinions in poetry verse. An Archbishop scolds Bartlet for not intervening in a war-torn African country which is on the verge of mass genocide. The press is abuzz when they get wind of a new foreign policy initiative in the Inauguration speech. Will Bailey meets with an Assistant Secretary of the Department of State who isn't pleased that Will has been sent to the meeting instead of Toby. Will reviews all of Barlet's past speeches so he can become more familiar with Bartlet's use of language. Charlie tries to find a Bible for Bartlet to use on Inauguration Day.
