Tension mounts in the African Republic of Equatorial Kundu, as civil war extends into issues of international security. Though the White House hates standing by and watching hundreds of Kundunese slaughtered in exhibitions of mass genocide, Bartlet fears that interfering in a civil war could do more harm than good.

Synposis
The West Wing staff continues preparations for the Inauguration Speech. Will wins his battle to include a section which firmly states Bartlet's intentions to use the U.S. military to promote democracy around the world. While the rest of the staff enjoys the inaugural festivities, Donna stays at home. Later that night, Josh and other members of the staff show up at her doorstep. After Josh confronts her, Donna eventually admits that she didn't make the controversial statement...she was taking the fall for Jack. Ultimately, Jack loses his assignment at the White House and is relocated. During the drive to Donna's apartment, Charlie proclaims his love for Zoey and his desire to win her back. After Bartlet's successful speech, Will is promoted to a Deputy position and Sam is appointed as Senior Counselor. Time for celebration doesn't last long after Bartlet announces that he's sending troops to war-torn Kundu.
