Will Bailey is still struggling with his new position as Deputy Communications Director. The situation worsens when the other speechwriters on staff all quit in protest over his out-of-the-blue hiring and promotion. With limited options, Will corrals a bunch of Communications Office interns and effectively deputizes them as his new speechwriting staff.

Sam Seaborn's campaign in the California 47th was less than impressive, despite a valiant effort by Sam himself, and unilateral support from the White House. Still, it's next to impossible for a Democrat to win in Republican Orange County — but Toby refuses to let Sam go down without a fight. With temporary leave from the White House, Toby remains in California to take over Sam's campaign.
War continues in the African Republic of Equatorial Kundu, despite intervention from the US military. Though the US attempts to take control of the airport were successful, the Kundunese continue their campaign of genocide against their own people, and have also turned their hostilities against the US occupying force.

Bartlet, Fitzwallace and Leo deal with a crisis when three marines are held hostage in Kundu. Bartlet OKs a military strike to get the hostages back. The military team is elated when the marines are successfully recovered. However their happiness is short-lived when a U.S. military training camp is attacked in retaliation and seventeen people die. Tired of having her legislative agenda ignored by Josh, Abbey hires Amy as her new Chief of Staff. Will is hard on his new speechwriting interns. But with Elsie's help, he eventually learns how to be a better leader. Back in California,Toby helps Sam with his struggling Congressional campaign.
