Personal
Though Charlie's still in love with Zoey Bartlet, she's moved on to French aristocrat Jean-Paul de Bourbon. At this point in her life, she wants to be with someone who is not so intimately connected to her parents or the White House.
Political
Strange bits of classified government information showed up in the news, piquing the curiousity of the White House staff as well as new Deputy White House Counsel Joe Quincy. The stories trace back through a gossip reporter to a new tell-all book written by a woman named Helen Baldwin, who, it turns out, received the information from Vice President John Hoynes, with whom she was having an affair. When Hoynes is confronted with the matter, Bartlet and Leo immediately tell him they'll find a way to weather the issue. Hoynes acknowledges that leaking privileged information is a felony, and instead resigns his position as Vice President of the United States.

The US military, on foreign soil and under direct orders from President Bartlet and key government officials, killed Qumari Defense Minister Abdul Shareef, who, Bartlet learned, had been planning several major terrorist attacks against the United States. The mission was obviously top secret, but neither the Qumari government — with whom we are officially allies — nor many in the national or international communities are willing to accept that Shareef's death was really an accident.

Synposis
With Will's help, Bartlet prepares to give the commencement speech at Zoey's graduation from Georgetown. After the ceremony, Zoey and Charlie meet at the National Arboretum where they share a drink from a bottle of champagne they buried there back when they were dating. After she kisses Charlie, Zoey has second thoughts about Jean Paul and her planned trip to France. To make matters more confusing, at the post-graduation party Jean Paul apparently slips ecstasy in Zoey's drink. Meanwhile, Danny tells CJ that he's found more information linking the White House to Shareef's death. CJ asks for time to respond before the story's printed and Bartlet finally tells the Senior Staff that he ordered Shareef's assasination. Toby takes Andy to visit the house he bought and again asks her to marry him. Just as they leave the house, Andy goes into labor. Amy and Donna talk about Josh. Things turn serious when Amy asks Donna if she's in love with him. The White House goes into crisis mode after a Secret Service Agent is killed and Zoey is kidnapped.
